Is there an RSS feed of Ubuntu Release torrent files

No, there is currently no RSS feed of releases.

I don't know if that helps but you could use the metalink file which can be found here: Daily- builds

as you can see in this file there is a link in ./files/file/resource/url wich points to the latest torrent.
