Solution 1:
in my case, the ipsec.secret was not formatted right, the operator ":" was without space
was:
YY.YY.YY.YY XX.XX.XX.XX: PSK "XXXXXXXXX
fix:
YY.YY.YY.YY XX.XX.XX.XX : PSK "XXXXXXXXX
