SCCM Keeps Downloading Express Updates
In the end I worked around this by enabling data deduplication on the drive hosting WSUS content. Express updates deduplicated very efficiently and the storage impact was minimized. Although an actual correct fix was not forthcoming, this was sufficient to address the issue until such a time as one does emerge.
