How do you make the fn keyboard button work like a Ctrl button?
Download and install Karabiner
Open Karabiner Elements and set the Target Device in the dropdown

Map fn to left_control and left_control to fn as below
Not sure which OS this started appearing in but in macOS 10.13, this can be customized in System Preferences > Keyboard > Modifier Keys:
