Disable Sticky Keys with Registry Key doesn't work
I've researched it a while ago, and found there was another key that apparently keeps the last ocnfiguration: Software\Microsoft\Windows NT\CurrentVersion\Accessibility\Configuration
Just insert empty value (as well as the values you've mentioned above to their respective keys), and that should do it.
