A word or phrase for making a process more difficult, as a means of discouraging or preventing somebody from completing the process

Today, the FBI announced that Freedom of Information requests would no longer be taken via email. In my opinion, their goal is to reduce the number of FOI requests by making them more difficult to submit.

To put it another way: some websites use a "pay wall," thereby preventing you from accessing its content until you provide payment. I think of this as a sort of "convenience wall," increasing the amount of inconvenience necessary to access content.

I'm looking for a word or phrase to describe this concept. Any ideas?
