This would also work: 

REG ADD "HKLM\SOFTWARE\Policies\Microsoft\Windows NT\Terminal Services" /v fSingleSessionPerUser /t REG_DWORD /d 0 /f
REG ADD "HKLM\SYSTEM\CurrentControlSet\Control\Terminal Server" /v fSingleSessionPerUser /t REG_DWORD /d 0 /f
