How many hit points does a sieged city have remaining?
Solution 1:
Cities have different strength (as seen in in the number next to the shield icon), but they all have the same number of hit points, i.e. 25 (used to be 20, this changed in 1.0.1.135).
So yes, you have to guess (which sucks), but it's always against the same number of base hit points.
