How do you tp to the nearest Arctic Fox?
Entity tags when referring to actual entities should just be in the root tag, not in any subtags.
Try this:
@e[type=minecraft:fox,nbt={Type:"minecraft:snow"}]
I don't have access to the NBT structure of fox data at the moment so you may want to take a look at that too.
