What is this effect (and how do I stop it)
For XP, I have gone through all the display options and looked through all the registry keys for visual effects and there is nothing that changes this. The closest thing to that is the outline dragging.
Go to Control Panel\All Control Panel Items\Performance Information and Tools. On the side bar deselect all of the fades. This should fix it for Windows 7.
