Troubleshooting a Windows 7 PC that wouldn't sleep
Solution 1:
In device manager, run through all modems, network cards, mice and keybords and UNCHECK "Allow this device to wakeup computer from sleep" for all of them. I had the same problem (on Vista) and it solved it for me.
