It's not quite the answer you're looking for but it's what I've done in your situation before:
Set up a server which allows you to
ssh
in and set up a port forward.Port forward from your server's
localhost
to the user's router.ssh
into your server and connect to the above forwarded port to access the routers web admin page.
This sounds like a lot of effort but it works really well and you can set up a simple package with Putty to do all the above easily.
